Improving Parking in Scotland Consultation Launched
On 31 March, Humza Yousaf MSP, Minister for Transport and the Islands, announced the launch of the public consultation on improving parking in Scotland. The consultation explores how parking is managed across the country, and invites views on how we can deliver a consistent approach to managing and enforcing parking on public roads, including trunk roads, while improving accessibility for all. Since obtaining powers to legislate on parking matters in the Scotland Act 2016, the Scottish Government is undertaking a detailed review of parking. The Scottish Government recognises the detrimental impact that irresponsible and obstructive parking can have on local communities, including restricting access for emergency services and putting the safety of pedestrians and other motorists in jeopardy. The impact of parking goes further than governing where people can leave their vehicles. The rules can have a direct impact on town centre regeneration and on accessibility, including the provision of disabled spaces, so it is important that that communities, businesses and interest groups from across Scotland have an opportunity to put their views across to create a set of policies that can help make our roads safer, greener and available to all. There was a strong feeling from residents that our changes had not gone far enough for them. The strategy sets out how Police Scotland can become a flexible and adaptable workforce to address new and changing demands and improve outcomes for people, communities and places. The strategy is now published in draft form to allow the public and stakeholder to offer their views and feedback over a 10 week period before a final strategy is approved and published before the summer. Graving docks | first exhibitionDear All Just a wee reminder that the first drop-in exhibition on New City Vision's graving docks development and restoration proposals will take place a week today: Saturday 4th March, 1pm-6pm, Riverside Hall, Clydebrae Street. Everyone is welcome - please promote! A flyer is attached if you would like to circulate around your networks. At the exhibition we’ll show the draft outline proposals for new development, restoration of the docks and public access to the river. We’ll explain what’s fixed if the proposals are to go ahead, and what’s flexible. We’ll also have ideas from local school pupils about how they what they would like to see happen in and round the docks - and be inviting everyone else's ideas too. Tonight, we'll be starting a daily countdown on Facebook.com/GravingDocks2017, with a different question every day. By the second exhibition on Saturday 25th March (same time and place) we’ll have ‘fixed' the areas of flexibility in response to what people have said. Govan Cross Public Space Improvements: get involvedHello, I’m writing to let you know that the Central Govan Action Plan team is about to get another phase of public space improvements underway at Govan Cross, and the call is out to everyone in the local community to get involved and help shape proposals. This time it’s the streets and spaces around the Pearce Institute, the entranceway to Govan Old, the gushet, Burleigh Street and Langlands Road that will be in line for a makeover. We’ve prepared some indicative design proposals to get the conversation started and you can view these in the attached flyer. You’ll notice that there are no indicative design proposals for the entranceway to Govan Old. That’s because this is a rather special and sensitive historical place, and we intend to work directly with local people to research how this space was used and designed throughout the last centuries and to identify what type of use and design people most want to see today, before asking everyone to agree on the final design. This initial phase of community consultation will close on 31 March 2017. Glasgow City Council’s Trading Standards Service is involved in various initiatives aimed at tackling doorstep crime, scam mail and unwanted telephone calls in all their various forms.
Trading Standards work with the various partner agencies involved in providing assistance to the most vulnerable citizens such as Police Scotland, HMRC, Social Work, High Street Banks and charity organisations. Every year hundreds of Glasgow consumers are conned into handing over thousands of pounds to rogue traders who have either cold called them on the doorstep or by telephone. These traders are known to carry out work which is unnecessary, badly done and overpriced. Their victims, particularly those most vulnerable to such scams, have been repeatedly targeted and in many cases have lost tens of thousands of pounds. To help combat the problem, Trading Standards provides advice and guidance to various charity groups to raise awareness of these scams and offers assistance where needed. Information and awareness days have been held in various Glasgow shopping centres in order to highlight the issues to the general public and encourage reporting of suspicious activity in their community. Trading Standards, in partnership with Police Scotland, continue to carry out a successful initiative of routine patrols within areas most affected by Bogus Callers to deter and limit their activity within the Glasgow area. Residents who think they may have been the victim of a scam should contact the council’s Trading Standards team who can provide appropriate advice and also supply deterrents such as ‘No Cold Calling’ stickers for windows and doors. It can also supply Call Blocking units to prevent nuisance telephone calls and can help individuals register with the Call Preference and Mail Preference Services to stop them receiving endless junk mail. I refer to your email regarding the speed monitoring equipment in Ward 5 (Govan Ward) and would like to thank you for this enquiry. I can advise that a series of speed surveys are in the process of being carried out throughout Ward 5 to determine the suitability of a Mandatory 20mph Zone for this area. The purpose of the Mandatory 20mph zone is to ensure that vehicle users reduce their speeds to 20mph or less, and therefore improve road safety for pedestrians, cyclists and all other vehicle users. By turn, it is anticipated that this will encourage more people to walk and cycle, which would have associated health benefits. Furthermore, a report by Department for Transport (DfT), titled, ‘Relationship between Speed and Risk of Fatal Injury: Pedestrians and Car Occupants’, notes the following benefits: - If someone is hit by a car at 40 mph they are 30% likely to be killed. - If someone is hit by a car at 30 mph they are 7% likely to be killed. - If someone is hit by a car at 20 mph they are 1% likely to be killed. It is anticipated that the speed surveys assessment will be completed by the middle of January 2017 and any proposed traffic calming measures will be identified by the middle of February 2017. Should any traffic calming measures be required, a consultation process will be carried out, which will be anticipated for March 2017. Glasgow City Council is commencing the process to propose event day parking controls for the area around Ibrox Stadium during football games/major events. The first stage of this process is to hold a public engagement session. This will be a drop in session where members of the local community can drop in to look at the plans and Council officers will be on hand to answer questions and describe how the scheme would work. This session is being held at: Ibrox Library on Thursday 19 January 2016 between 2pm and 8pm. Below is a copy of the plans intended for use in this early consultation, an information pack on how the scheme works and answers to frequently asked questions A copy of the information is also available for viewing at www.glasgow.gov.uk/saferparking The target implementation date for these parking controls would be the end of July 2017.

The Police Scotland online survey, Your View Counts, has re-opened and will remain open all year round in response to public feedback. This gives members of the public the chance to tell police about the issues that matter most to them.
