JK - Up date re Event Day Parking. Due to number of objections there will now be a Public Inquiry. JK will keep us informed of any timescales. Shisha Bar on Paisley Rd West – Issues around parking are being looked at. Anti -Social Behaviour at Copland Court Hostel, JK liaising with Social Work to seek a solution. SD – Informed the meeting that Govan East Community Council is now establish. Govan Graving Dock is in their area. They meet at the Riverside Hall 4.45 pm every 3rd Tuesday. The Govan Fair Committee have applied for a Procession License to follow the old original route. It appears that a new group has been set up and SD will seek to clarify. RB - Council has been in recess. RB has received many complaints about cleansing particularly in the Ibrox/Cessnock Area. RB has met with Stevie Scott a member of the senior management team to ask him to investigate the increase in the level of complaints in our area. The old Cartvale School is to become an annexe for the Glasgow Gaelic School from Aug 19 and is currently being refurbished. The work is on track and there is no need for a Public Consultation as it is not a standalone School but an Annexe. This is being funded from The Scottish Government Budget and will possibly include a Gaelic Nursery Class. Residents Forum CN raised the potential issue of Traffic dropping off at the new Gaelic School Site when it opens in August. JF raised the issue of traffic using CoplandRd, Ibrox Terrace ad Merrick Gardens as a rat run to avoid the lights. Merrick Gardens is supposed to be access only however the signs are missing and the situation is becoming dangerous for pedestrians. Councillors will look into this and feedback at next meeting. We will ask Councillor Young for an update as he was dealing with this originally. CN advised that there is a Private members bill due to be going through Holyrood to restrict all residential streets to 20mph. RB advised that Glasgow City Council had already taken a decision to implement this however it is on hold due to the G51 campaign in our area. TG advised that repairs had recently been made to potholes in Clifford Street Treasurers Report: All invoices are paid up to date Planning Updates: JF advised that there is a planning Application in to upgrade the exterior of the Park Bar. The drawings were circulated and welcomed by the Community Council. Future Guest Speakers: The CC has received a number of requests from people who wish to address the CC. AW will contact them to arrange suitable dates we will take 1 Guest Speaker per meeting. Rangers: AW and JMK will be attending the next Rangers Community Forum on the 20th February. Community Council Development Day: IH gave a brief report on the latest Development Day where there was a very informative update on GDPR given and commended future sessions to any Community Councillors who would wish to attend. AOCB : AW advised he meeting that a previous member of our C.C is now residing in Kinning Park Care Home should anyone wish to visit him. Matters Arising There had been a meeting at Ibrox, where a presentation by Stewart Robertson had been well received. More portaloos were being provided. The matter of the Fanzone was not raised at this meeting, although it may still be going ahead. Need to consider what issues to raise at this forum. A representative of Rangers FC (Craig Houston) said that police & stewards patrol areas and depended on good liaison between residents and the police. RW mentioned Walmer Crescent, where a portaloo has been promised, as well as litter picking required after matches: The lane behind the Crescent also needed this. Other areas were also mentioned, like Merrick Gardens, where portaloos could be located, stewards could patrol and litter picking introduced. The stewards were trying to educate the fans and at least get them to walk in areas where there were no residents. Hotline number: if serious best dial 101, other wise phone 07525252699. Discussion Forum at John Street held on 10th November There was a discussion on parades, (now requiring 28 days notice for all city processions), and a talk on licensing: there is a new code of conduct for taxis. Next mixed forum on Saturday 1st December beginning at 9.00am. Filming for feature film “Sopranos” proposed on 28th 29th of November, notices sent out in advance between 9.30 am and 5.30pm, at which there will be short (2 min) hold ups to traffic and pedestrians.) A charter for self governance for community councils was not discussed at this meeting, but it may be at the next meeting. We have to complete a form by the end of February to confirm that we are eligible to receive funds. Concern that the funding for Community Councils was derisory, and gave no opportunity for them to fund any significant issues: (but GCC has very little money). Planning: Call for comments on Strategic Plan. It was thought that some sites in our area currently zoned for “industrial use” Are unused or inappropriate, and the zoning should be reconsidered. The increase in the number of barber shops was commented on. Deadline for views on this is 25th January. RW to consider a response. Strategic Plan for older people No response considered necessary Update 26-28 Ibrox Street: Govan Housing Association are involved in the repair of the property. Helen Street Pizza Hut, no problematic change anticipated. Car wash business: environmental concerns in Helen Street: effluent goes into drains: have SEPA been informed and do they approve? Lack of Lighting in Cessnock Street and Ibrox Terrace was raised.(Lighting in Ibrox Terrace some have been out for months). Events “Govan loves Christmas” events were planned. Kinning Park parking: all objections now received by Director of LES. Govan Area Partnership Task force indicated that people were reporting fly tipping etc. but Baillie Kane said fly tipping was up by 60%. Needs community to report it: virtually no-one has been reporting this so no-one has been convicted. New guidance is available on how GCC deals with the problem in more a preventative approach: each zone will be “zoned” from 1-6 (1 being no rubbish, and 6 a lot) so that the rubbish collectors can prioritise their collections. A paper went to neighbourhood committee on pre-1919 tenements on how to monitor and maintain them. West of Scotland Housing Forum is looking at tenement maintenance: how to help where owners cannot pay their share. Planters for Paisley Road West: no budget for maintenance but it was suggested that volunteers could do this? Bellahouston Park Four summer concert sessions are planned for Bellahouston Park in August next year : (It was discussed whether this will this affect the new and much admired Hospice, although the concerts were happening before the Hospice was approved for planning, and apparently the Hospice had not viewed these concerts as a problem). There were differing opinions regarding this, some residents feeling that the noise was excessive and disturbing for many residents at a considerable distance around the park. Local Residents’ Forum Rubbish issues Kirsty McDowall said that there was far too much fly-tipping and rubbish, in spite of posters etc. Is the CCTV being monitored, as no-one is being stopped? George Gillespie (the man responsible at the Council) had announced they were being restructured. Recycling bins are not being emptied and recycling is breaking down. Large bins in strategic positions have been promised but have not appeared. This is a serious problem, but those responsible are apparently unwilling to come to meet the Community Council to discuss solutions. Agreed to invite Dougie Gellan (Group Manager Glasgow South) to the January meeting. Corner of Carillon Road and Paisley Road West: vehicle damage to wall has not been repaired, although a bollard has been put in place. The wall should be repaired. Edminston Drive (off PRW) a hole in the round has been caged off but nothing is happening to repair it. The care of Merrick Gardens is under resourced: only the grass is cut, while the railings are rusting and have collapsed in places, no other maintenance is being undertaken. Next meeting of the Ibrox and Cessnock Community Council will be the 3rd Wednesday of the month. Shona, Mark & Serena were all thanked for their service, and it was noted that Serena is now otherwise engaged in Thailand. Minutes of last AGM These were approved. Matter Arising Rangers Football Club had invited the Community Council members to a Forum to discuss any issues. ICCC’s Facebook and website pages were thought to be attractive. Our Community Councillors and Steven Dowling our Community Council Officer were thanked for their help, as was Kirsty McDowall, the Joint Chair. Chairperson’s Report Avril Williamson delivered report Treasurer’s Report It was noted that the deficit in the accounts had been rectified, showing a positive balance, and the audited accounts were approved. Patricia Mullen, the independent examiner of the accounts was thanked and asked to continue. Election Council Officer Steven Dowling took the chair. It was noted that all twelve positions had been taken and therefore no election of committee members was required, however one had already retired, and there was therefore a vacancy. It was agreed to ask Serena Hay to continue as an IT advisor, although she was now in Thailand. Discretionary Fund It was agreed to apply to the discretionary fund for a laptop, printer and phone. Tara Granados suggested a method of connecting the Committee’s phone to a personal phone without compromising privacy. Cessnock Street Extension and link The original strategic plan for Pacific Quay proposed a pedestrian route directly extending Cessnock Street to the river. It is believed that the planners will not accept housing on Gilmour’s site which blocks this, and therefore Gilmours are unwilling to sell and move to enable the route to be established. This should be reconsidered. Boundaries A map showing the boundaries of the Community Councils would be helpful. Open Space Avril Williamson raised the issue of the Community Garden behind the Park Bar. Steven Dowling undertook to enquire who was responsible for its upkeep and report back. Date of Next meeting It was proposed that this should be held on the Wednesday following the school holidays on Wednesday 23rd October 2019. Close The Annual General meeting was closed, and Steven Dowling left the building. An ordinary meeting of the Community Council was then held, following tea and biscuits. Matters Arising
Robin Webster noted that there was an ambition to replace the existing motorway standard lampposts with replicas of Alexander Thomson’s lampposts at Queen’s Park, rather than simply replacing them. He asked that this be noted, as if they were replaced with the existing type there would be no funds left to help the historical alternative. He acknowledged that additional funds had yet to be sourced to meet the additional costs.
A meeting is to take place on the 14th November at 12.00pm with Club Officials: Avril Williamson and John McKinstry are going to represent ICCC. Development and Discussion Forum This will take place on Saturday 10th November at 9.30 am, in John Street. Topic on the agenda are Parades & Processions and Licencing. Glasgow Open Space Strategy A letter has been received from DRS by John Foster regarding Glasgow’s Open Space Strategy. Views are sought, and comments should be made on its Open Space Map (www.glasgow.gov.uk/PAN65) with a view to ensuring it remains up to date and accurate. Copies of the draft strategy and the map are in the Ibrox Library and at Council Offices. The GHA/Govan Housing Association have a bookleton the subject Private Rented Properties To counter the increasing purchase of properties in the area by private landlords for rent, GHA now has additional funds to buy them and is gradually doing so. Ibrox Parish Church Minister Tara Granados asked if there was any update on the on the recent break-in at the church to which he replied. The minutes from the previous meeting were not available due to a technical problem. Resident John Foster mentioned that although Community Council had voted against the Rangers fan zone perhaps the minutes should have stated that we were supportive of the idea but were against the suggested location. Councillor John Kane pointed out that the universal benefit named in minutes should actually have been universal credit. Correspondence received from :- Alasdair Morrison Rangers FC re future engagement. Connal Cochrane Rangers Charity Foundation requesting to attend and address a future meeting. This was agreed. Douglas Morrison Glasgow Gaelic School Parent Council Chair requesting to attend and address a future meeting. This was agreed. Meeting will probably be held at end of the year or the beginning of 2019. GCC to remind all that closing date for nominations for Community Councillors is midday on the 20th September 2018. GCC to inform all that a petition has been received to start process to form a Community Council for Govan East. Chair Williamson gave feedback on meetings held, along with Grace Smith and John McKinstry, with MP Chris Stephens on 3rd September regarding the anti-social behaviour of Rangers fans on match days and the Protests at Home office in Brand Street, and later, on 17th September, with Inspector Lammie, and Chris Stephens. The police gave feedback regarding question on the protests raised by resident Archie Henderson. The second meeting was very constructive focusing on the anti-social behaviour of Rangers fans on match days. The police were very receptive to information, and suggestions, given and explained how their operation works, supplying us with numbers and email addresses. It is important that everybody reports incidences. Details can be found on the Police Scotland website. Sergeant Montgomerie spoke about the problems with the union bears activity and stressed that their primary concern is for the safety of all and this means that sometimes a more strategic plan has to be adopted. PC Walker mentioned a Responsive phone Communication that’s available for the residents regarding these matters but was unable to give this number at this time. Resident McKinstry raised issues on match days. Resident Charles Nicolson asked the police about the Bears and other groups communicating with each other. Resident Foster enquired about Legal and Non-Legal marching arrangements and Sergeant Montgomerie responded but again stressing that the police’s first objective is to ensure the safety of the public. The first half was closed. Chair opened the 2nd half of the meeting with the Elizabeth St Community Gardens. Residents and Bailie John Kane addressed this matter. Bailie John Kane commented on the objection to planning on the ground adjacent to the Science Centre, and mentioned that Asda has applied for One More Delivery. Councillor Young mentioned the drains to be cleaned and the tree outside 391 & 405 Paisley Road West needed to be attended to. He also mentioned being out with the police on match day. He informed us that a meeting to establish Govan East Community Council had been held though he was not present at this meeting. Bailie John Kane mentioned the new Universal Credit introduced in Govan. There will be a permanent advisor based in Ibrox Library to answer ant questions residents may have. He also mentioned the modernization of flats in the Ibrox area, in particular on Elizabeth St and Ibrox St. An in depth talk on Bin renewals and Collections. Resident Iain Henderson mentioned a bad leaning pole in Walmer Crescent as well as a pothole. Resident Foster brought up the Heading Committees and important matters to be discussed. Bailie Kane talked of the sign at the Albion Car Park regarding the testing the carriages of the new subway. Resident Archie Henderson mentioned a security company regarding the doing of the tests. Chair informed us that Secretary Hay is in Thailand and that Iain Henderson is replacing her for this meeting. The monthly police report was given by Joe Gallagher. Overall crime is down. Iain Henderson gave his report on Development and Discussion Forum meeting from Saturday 2nd June. June minutes proposed and seconded. Correspondence in to Councillor Young regarding Planters. Paul McGrath stated that the watering etc of these planters could be done by LES. Further correspondence from Rangers re Fan Zone and from Kinning Park CC re Event day parking. John Foster endorsed the EDPZ. Co Chair McDowell mentioned 3 forthcoming events in Bellahouston Park in August and Councillor Kane gave briefing for the above events. Paul McGrath, Assistant Area Cleansing Manager, who outlined the current problems being experienced by LES regarding all round resident needs. Co Chair McDowell brought up some problems from experience. Paul McGrath added information regarding the all round council work being done every day by the cleansing services. Some residents raised a number of important issues that Paul McGrath answered. Treasurer McKinstry raised problems with bulk uplifts in Merrick Gardens and that normal weekly uplift is sometimes incomplete(missing bins, removing some rubbish from bins and leaving the rest). Chair Williamson raised the problem of food bins and asked if bio degradable bags could be longer lasting as delays in uplift mean that food waste is decomposing in bin leading to problems with smell, flies, etc. Mr McGrath said he would deal with this and added that he would attend our meetings on a 3 monthly basis to address concerns. He then left. Chair closed first half of meeting. Chair Williamson opened 2nd half and intimated that our meeting, held during the interval, was to discuss the Rangers Fan Zone day on 15th September. Community Councillors had voted to retain our objection. Chair Williamson stated that we, Community Council, were in favour of the fan zone idea but felt that the venue was not the right place for it to be held. Archie Henderson queried who was using the pitch. John Foster mentioned Liverpool FC’s fan zone and how it was worked in conjunction with Event Day parking, and the success it has had. Councillor Young reported on the Clifford Lane clean up which took place on Sunday 12th August with 16 people in attendance. Councillors Bell and Dornan preparing after the summer recess. Bailie Kane mentioned meetings and pavement improvements for Merrick Gardens and other streets. He also mentioned the Universal Benefit coming soon to our area and that there would be assistance for those who qualify. John Foster mentioned Council Planning regarding a display sign, which has already been rejected on safety grounds, that has been proposed again. 502 Paisley Rd West has applied for permission to convert this to 6 flats and Bailie Kane later informed the group that this had, in fact, already gone ahead without planning approval. Email in from Scottish Water informing us of a meeting that will take place on 21st August. Resident questioned the taking down of “a lovely big tree on Brand Street” and Councillor Bell is dealing with this matter. John Hopkins(KPCC) queried whether there was a market for the Fan Zone in the winter months. Chair Williamson mentioned Iain Henderson acting as secretary in Serena Hays absence, and a reminder that our AGM is in October. Ibrox church minister Tara Granados asked if all our CCs were from this area. Chair Williamson replied that they were. 3. Police Update Update and crime stats given 4. Minutes of Previous Meeting After some additions to apologies omitted Kirsty McDowall proposed, Serena Hay seconded 5. Matters Arising Trees - AY met with DRS two options where discussed one being planters with a letter from Community Council for support with this matter to be maintained by GCC. SH to draft a letter, AY will send more information via email tomorrow. Event day parking - consultation period ended, officers working through objections and we are waiting on the next stage. 6. Correspondence Received 6.1 Evening Times article posted on Facebook page but it was decided not to share due to the frictions caused already by this issue. Shelter has caused division almost straight down the middle of the community council. KMc interacted that everyone is welcome at meetings at we would welcome everyone to come and make their views heard on any matters. All councillors have offered there support on matters. Last update from AY is that it would very little chance of renovation going ahead due to high cost, possibly a 6 figure sum. 7. Planning/Licensing Updates 7.1 Renewal of street traders licence- Hinshelwood Drive Hot and cold food and drink, already in place and no objections 7.2 Application for temporary public licence - Ibrox Fanzone 11th August - area where this is proposed was originally part of a local trust and is now owned by Glasgow life. These facilities were given to the Glasgow life by the trust and the council on the condition that they be used for the local community. There was much discussion and objection to this proposed use. It was noted that unlike most licensing there was no option for individuals to comment and/or object. Community Council Can object until 9th July, as such a vote was taken by show of hands from residents. Objection was favoured by a very clear majority therefore Kirsty will send objection letter prior to deadline. 7.3 Application to extend licence, Mon-sun til midnight and until 4am at the weekend. 8. GCC Councillor Updates John Kane- meeting in Palace of art, Update on Boyne March Saturday 7th July. Parade will be in Bellahouston Park for an hour and a half and parade expected to last for 1 hour and 20 mins. JK will send SH times which we will share as mail shots will not be sent to residents. Summer sessions - Three concerts estimated that this will be less than 25,000 Allan Young - Drainage on Paisley Road West, postponed due a few issues this will go ahead in blocks at a later time. Kirsty commented that there was inadequate notification to residents who park their cars in these bays hence the reason that some were not vacant when work attempted. This should be addressed when works are re-commenced. Stephen Dornan - Cllr Dornan holds a monthly surgery 5pm-6pm in Clyde community hall every 3rd Wednesday, just prior to our regular meetings. Issues raised here in relation to item 9. (LES & fly-tipping) 9. Local Residents' Forum Issues with Fly tipping and in general LES were yet again raised both from residents present and from correspondence coming in from other residents. It was noted that a member of LES, Paul McGrath attended meetings in the past when held in Kinning Perk. It was suggested that this be sought again but perhaps by a more senior representative possibly Dougie Gellens or as issue only seems to be getting worse. It was also noted by Ballie John Kane that one of the regular fly-tippers has been caught on a couple of occasions and fines levied. 10. Community Council Business/Updates Iain Henderson attended community council development quarterly meeting. It was agreed due to lack of time and since next meeting will not be until September that Iain give this minute at next months meeting. Police Update Crime figures for Beats 12,14&15 PC SMcD Gave the following crime stats for last month Total 47 reported 19 detected this up slightly increased from 45 reported last month detections also up from 16 last month. He spoke about funding in place starting Friday Ibrox sports Centre for whole of South West for school age kids there was funding for activities such as football and badminton for 16 weeks initially but this has been extended to 40 weeks. Planning Updates Homeless Hostel on Fairley Street planning - Granted subject to conditions. On further discussion, these are standards planning conditions set for most applications. Also it must be built asper the plan submitted in application. Festival Park – Stewart Milne Homes application. It has been noted that there has been comments made by the Architect of the Village development, the application does not fit in with original proposal for the area, Work/ Life Balance. AW brought up the Skeen Road development especially with regard to the height of the landmark building. There seems to be no care for the existing residents view. It was noted that there was disputes with local residents and the developers at the time with regards to this however there was a general feeling of the developers didn’t take this on board. Among the recent developments, they have probably been the worse developers to deal with in regards to feedback from the community council and local residents. JMcK voiced that the developers are about maximising profit not interested in the local resident’s views. Quantity above quality. Facilities/services are added to keep up with this influx of new residents within our community. Strains the existing population as it puts no provision into existing residents. Currently none of our ward councillors sit on the planning committee so they are not able to object or support any planning applications. JF changes need to be made to address the City plan guide on population density in Community Council areas JK Glasgow City Council failing to tackle issue with homeless provision. Housing associations need to provide this provision in new developments. This has already been utilised in the Brand Street development. RB added that we still need more social housing. JF Audit Scotland, this housing is disproportionate in our area compared to other more affluent areas, Shawlands, Hydnland etc. AW noted that these social developments only support small family housing. Only suitable for same sex siblings or 1 child families. Poor family housing. SD added that objectors in any planning applications can’t appeal however developers can for a planning consideration. Is this fair? AY added that a stronger planning system is needed. JH noted that both JF & JMcK should both be congratulated on their passion on this subject. 7. Licencing Is there a difference between licencing for hotels to off sales etc? SD there is a restraint in the area for restaurants etc. Myometrium was off sales. RB there should be a MAP with names in the vicinity of any licences including dormant. It was noted that it is not shown on the public portal. Any licences granted must be deemed suitable for the building. Change of use application must be submitted for a different type of business. JH added that a hot food licence application had come in for 480 Paisley Road. Although that falls within Kinning Park jurisdiction, questions were asked such as can we limit closing times? Later closing times can only be within the city centre limit. Tenemental policy would also go against this application. 8. Councillor Updates JK - Update on the acquisition policy of Govan Housing Association. They have bought over another 5 empty properties in the area. They are encouraging local residents to clamp down on rouge landlords within the area. Report them and encourage Govan Housing Association to take over the factoring of further closes within the area. More landlords have been before the committee and have been removed from the land lord registrations scheme meaning they are no longer allowed to rent out properties. There is several open air concerts and events happening in the area in the next few months. Concerns noted was that some took place on week/school nights. Organisers DF concerts blame scheduling issues due to the vast amount of events. Annual large Orange parade has been moved to Bellahouston Park this year. Anticipated numbers reaching over 4500 participants with similar numbers expected to spectate and follow. Full details will follow as soon as they have been confirmed. JJ added that all Police leave had been cancelled during these busy event dates to staff this operation. Violence is not the issue with parade now, it is the disruption and aftermath of the event. The residents want to know how long the roads will be shut. Are the correct provisions in place for the event? Update on event parking. Positive for local residents as the restricted zone is now larger. When in place how will it be monitored/policed? JK will try and get a time line for us for the next meeting however it depends on the amount of objections submitted. Anticipated there will many from the Rangers fans SD – Mentioned that the Orange Parade and other events are putting regular park users off. The Tree @ PRW. The council officers need to have discussions with regards to who is responsible for the upkeep and maintenance of the tree. Dispute with the Parks department and LES department. The proposed Ibrox Rail way Station has the backing from Ibrox Football Club. They believe that with the Event parking day restrictions coming into place, the train station will reduce the knock on effect with fans choosing to travel on the train. Hopes of up to 20000 fans using this method of transport on match days. Channel 4 - there has been recent media coverage of Channel 4 moving some of its operations to another City, creating a media hub in the chosen location. Glasgow have shown interested in bidding for this and are in the frame along with other cities in the UK. The proposed location would be in Govan, to work alongside the existing Media Hub there with the BBC and Stv studios RB - Attended a recent education presentation @ Govan High School. They are one of 3 schools in the Glasgow Area who are a SCHOOL OF FOOTBALL. Engaging children of High school age with Football and Education. The school has had an increase in attendance and further education within the pupils. There has been a suggestion that it has led to a reduction in youth Anti-Social Behaviour. Although this has not been proven. As this scheme has been a success, how can we built on this? Suggestions have been to include children from a younger age at primary school level or have open more Schools of Football. This scheme has been funded by the proceeds of crime/payback fund. 2 success stories from the school - 1 pupil has signed as a professional footballer @ St Mirren FC and another is going to study Sports Management at University. Placement requests for the school have increased with pupils from other areas wishing to be involved. Gaelic school – This is still in early stages however hopes are that this will open in the Cart vale School within the next year. Parents of existing Gaelic school pupils would like to speak to ourselves and Govan East CC, date just needs to be arranged. The funding should be granted so that the existing structure can be repaired. Ricky has had a date planned for his police control room visit with regards to Ibrox matches with Inspector Lambie. He will give us a report on his day at the May Meeting. 9. Community Council Discussion forum/ Development sessions IH gave report on meeting chaired by Mary Johnstone. There is a review of the concerns of the Development session on Monday 14th May 2018. Open to all community councillors. Next Development session date is Saturday 2nd June 2018 10. Cllr AY stated that this is much wider than “just” the Police. KMcD asked if it were possible to be given a report on progress made by “focus” team at our next meeting. Discussion then lead to annual Orange Order parades which this year will march to Bellahouston Park rather than Glasgow Green as there is a clash with music festival. Minutes of Previous Meeting October Minutes were approved By KM and seconded by IH 4. Matters Arising (5.2) Govan East CC (MH) Mark talked through the consultation period that would take place before any boundary changes took place. This is still an ongoing issues to be monitored and raised in further meetings. Shona McApline had tried to re-establish CC without success there may still be interest in moving ahead with this from other residents such as Deirdre Gaughan, Cllr Stephen Dornan (SD) expressed that elected members would rather hear from residents than any other neighbour parties. (5.3) Paisley Road West Trees Cllr Ricky Bell reports that council have accepted these overgrown trees need to be addressed however he awaits a confirmed date on this action (5.4) Clyde Community hall invoices (JM) Invoices received and shall be be paid promptly (5.6) Glasgow Night Shelter (SC) Community Council preparing a Q&A document. It was asked by a resident if there would be a public meeting regarding plans. MH clarified no planning applications had yet been received so we are not yet at this stage. SH confirmed this. Night Shelter reps present offered to take questions at the end of meeting and/or during break. A planning application is excepted within the next two weeks. Further discussion was had around this point both for and against. It was concluded that this could well be a meeting in itself which may or may not be Community Council lead. A point of action was taken by MH to make residents aware of the criteria for responses to any planning application. (6.4) Rangers Community Clean Up (KM) Report from Clean up held on Sunday afternoon. Only a small team attended with only KM representing community. Point which was noted was a lack of bins, especially for dog waste. Next clean up will be December 17th (am as morning clean-ups better attended). It was suggested this would be better advertised through social media etc. There was further discussion on this, Rangers are not legally obliged to do clean-ups but as a community working it is good practice also on the flip side it is encouraged that in the interests of joined up working that residents also take part in this. (6.5) Traffic Calming Proposal(MH) Further average speed analysis to be carried out on Merrick Gardens. JM suggested this should be carried out at busy times (7.4) Great Scottish Run (MH) Letter of complaint still be put in by MH (8.3) Self Factoring (SC) There is a website Under one roof that looks at this. Common repairs/self-factorising advice. Details were given to Councillors Bell and Young. AY passed matter onto his colleague in Edinburgh, unfortunately system there only to plug major gaps they have and is not a valid model that we could simply adopt in Glasgow 5. Correspondence Received 5.1 Consultation - Revised boundary changes for the UK Parliament MH reported there were plans for boundary changes that if they could ahead would affect our Community Council area. It would mean that our area would become one Westminster constituency, Glasgow Central. 5.2 Consultation - Building Scotland's low emission zones Proposed arrangements and options on how to deliver approach 5.3 Consultation - City of Glasgow Draft Local Fire and Rescue Plan 2017 Information added to website 5.4 CCDF now (Community Council Development Sessions) (MH) To be renamed Community Council Development sessions. This will have one keynote speaker in the Saturday morning slot, followed by two training sessions. 5.5 Invite - Glasgow Healthier Future Forum - 28th Nov. This seems to a better way of getting a response than phoning or using the MyGlasgow app. AW reported that food waste bins were not emptied at the rear of Walmer Cresent and bin collectors were not locking door behind them. Other residents had very similar issues in the surrounding areas. 8. GCC Councillor Updates AY: Full council meeting last week, 5 year plan was passed and there was an emergency motion passed motion on sexual harassment at work. SD: met with SPT to discuss possibility of Ibrox train station re-opening. Transport minister, Humza Yousaf is not for the idea but there are still quite a few hurdles to overcome. 9. Police Update 2.1 Crime figures for Beat 12, 14 & 15. Description - Sept 2016 / August 2017 / Sept 2017 Total Incidents: 301 / 284 / 333 Total reported crimes: 65 / 91 / 69 Vandalism: 8 / 10 / 7 Breach of peace: 4 / 13 / 7 Road traffic offences: 6 / 12 / 10 Thefts: 14 / 10 / 3 Thefts from vehicles: 6 / 5 / 4 Housebreaking: 10 / 6 / 6 Assault: 3 / 4 / 5 Misuse of drugs act: 2 / 4 / 5 Drunk & incapable: 0 / 0 / 0 Fire-raising: 0 / 1 / 2 Street drinking: 5 / 10 / 4 Other crimes: 7 / 16 / 16 2.2 PC Gilmour reported there had been an overall reduction in reported crime compared to August, but a slight increase compared to September 2016. Pc Gilmour reported that street drinking etc has been reduced due to local policing action plans on match days. Residents agreed that these problems had been reduced. 3. At this point the meeting was paused to allow for AGM to take place. Meeting resumed after conclusion of AGM at 19:20. 4. Minutes of previous AGM Minutes of Septembers were approved. 5. Matters Arising 5.1 Police Scotland will try to email the CC with crime reports in advance of meetings to allow for distribution before the meeting. Unfortunately it was not possible to achieve this before tonights meeting. A 5.2 There is currently no update on the on the progress on the re establishment of Govan East Community Council. This will be looked into for the next meeting. A 5.3 The trees on Paisley Road West still need pruning, autumn mulch issues are recurring along with blocked brains on Paisley Road West. A council officer out for a walk-around and inspect trees in the area. The GCC has set a deadline of December 17th to do any pruning required. A 5.4 Invoices from Clyde Community Hall have still not been received. A solution to this problem is ongoing. Invoices for hall hire may be presented to the Treasurer on the night of hires in future. A 5.5 The CC’s planters now have their branding. New plants have been agreed with GCC, these will comprise of surplus plants after the winter planting is done. There is also the possibility of acquiring more planters for the area. 5.6 Residents asked for an update on the night shelter on Fairley Street, members of Glasgow Night Shelter present at the meeting addressed the meeting. The shelter manager reported that no application made yet for a new shelter at Fairley Street. Lease on the building is to be signed this week. The application for change of use is still to be made this will take some months to work through the system. The shelter is unlikely to be operational until the spring. Margaret Sweeney, chair of the shelter's management committee, said she believed there had not been a single break-in connected to the shelter at Anderston, and encouraged the community council to invite the local police from Anderston to attend our meetings to provide an impartial report. The manager of Govan Community Project (formerly Govan and Craigton Integration Network) informed the meeting that the project would support night shelter residents giving access relevant services. He also believed residents of the night shelter would not hang around near the area during the day. In response to residents concerns about what the shelter resident would be doing during the day it was suggested they would attend legal appointments and engage with charities providing support services. Chris Fyfe reported that he had been to the Anderston Night Shelter a few times, and reported it is in a far more densely populated residential area than the Fairley Street site. He was unaware during the day that it was the night shelter and had not seen any men hanging around outside it. It was decided the ICCC would contact Anderston Community Council, Anderston Church and the local Anderson police team to invite them to attend our November meeting to get insight into the Anderston Night Shelter. A 6. Correspondence Received 6.1 Councillor Young is holding a meeting for Litter & Recycling on Tuesday 24/10/2017 6pm till 8pm @ Clyde Community Hall. This is a follow up to the previous meeting he held on this topic. 6.2 This roadworks are currently happening Kingston Bridge south approach ramps this will affect people driving in the area. Once the south ramps have been finished work will move to the North ramps. 6.3 The Artery Project is starting to move forward and a grant application is being lodged to help fund take the protect forward. The Kinning Park Complex is providing an anchor organisation for this grant. 6.4 The Rangers Charity Foundation has been in touch in regards to community clean-ups it is organising in conjunction with Community Safety Glasgow. The dates for these clean ups are 29th October, 12th November and 17th December. Shona Craven will follow up on this. A 6.5 Feedback has been requested on the proposed traffic calming scheme for the area. The proposal puts forward a 20mph speed limit in most streets in the area with the exceptions of Paisley Road West, Edmiston Drive, Broomloan Road, Govan Road. Traffic calming measures would be installed on Govan Road (@ the back of Festival Park), Copeland Road and Woodville Street. It was queried why traffic calming measures were required on a stretch of Govan Road that is little used and has no residential properties on it. Residents did wonder how effective the 20mph speed will be given the feeling that the city centre version is not very effective. There was a general discussion of this proposal and it was decided that the following roads should suggested as having traffic calming measures. Merrick Gardens, Ibrox Terrace, Clifford Street, Middleton Street, and Brand Street. It was also discussed that some roads in the area could be reviewed with the approach to look at making some 1 way. As the Govan Area Partnership is creating transport and traffic sub committee these point will be brought up in that forum. A 6.6 The Govan Locality Plan (Govan Thriving Places) is starting to move forward. A committee is being put together to help drive the project forward and to select the anchor organisation. Mark Hughes has been asked to join the committee through his role as GAP rep 7. Great Scottish Run Debrief 7.1 The Great Scottish Run was discussed. It was noted that residents leaflets had not been delivered in the area. These leaflets were meant to be delivered from the 13th September. The Community Council managed to receive this information from Councillor Bell and was able to share the it online just before the event happened. 7.2 It was noted that there was serious traffic congestion on the local motorways due to the closure of Paisley Road West. This appeared to have caused traffic problems all the way back to Breahead shopping centre car parks. 7.3 It was noted that signage threatening cars will be towed on Paisley Road West did not give information on why the cars had to be moved and no cars appear to have been towed. 7.4 It was agreed that the CC would send a letter of complaint to the Great Scottish Run organisers and related Council depts in relation to the poor consultation and lack information given to residents. The traffic chaos that the closure of Paisley Road West caused will also be highlight. A 8. Local Residents' Forum 8.1 It was highlighted that a flag which was almost 3 stories high was hung from the roof of the flat block on Fairley Street. The flag appears to have been related to a former rangers football player. Safety concerns were raised as the flag was held by people standing on the roof. 8.2 A local resident thanked Councillor Kane for help with cleaning up back courts in her area.. 8.3 A resident asked if anyone at the meeting had experience of self factoring. Councillor Kane informed the meeting that DRS and Govan Housing Association are looking at factoring pilot scheme. Some research will done to look into self factoring/factoring options. A 8.4 It was reported that there are a number of pot holes in the area. Councillor Kane will follow this. 9. GCC Councillor Updates 9.1 Councillor Kane reported that there is a problem with triple parking outside Lorne Street Primary caused by parents picking up children. The Police have been made aware of this. He also reported he is liaising with LES in regards to transportation in the area. 9.2 Councillor Young reported that cycle routes are being improved in the area. 10. Planning/Licensing Updates 10.1 There has been a planning application in regards to replacing windows on a flat in Walmer Crescent. No objections recorded. 10.2 Ibrox Football Centre/Ibrox Community Complex has applied for renewal of its indoor entertainment license. No objections recorded. 10.3 There was a street trader licence renewal for a position on Edmiston Drive selling memorabilia: flags, scarves etc. No objection recorded. 11. Minutes of previous AGM Minutes of 2016’s AGM were approved. 3. Chairpersons annual report Chairpersons annual report was submitted in writing and Vice Chair MH as acting Chair read out the report. Chairpersons Report Since the last AGM the Community Council has been meeting every month with generally good attendance from the community. The set of Community Councillors were; Chris Fyfe, Mark Hughes, John McKinstry, Grace Smith, Iain Henderson, John Foster, Serena Hay, Shona Craven, Kirsty McDowall and Avril Williamson The following office bearer roles were active; John Foster (Chair), Mark Hughes (Vice Chair), John McKinstry (Treasurer), and Shona Craven (Secretary). I wish at this point to thank Mark, John McK and Shona in particular for their very hard work in the past year. They have also ensured that the visibility of the ICCC has increased, embraced effective use of internet and social media to increase the methods of contact and information sharing available and looked after our accounts very well. Awareness of ICCC was also increased through the use of printed posters/posters in closes etc. Highlights of the year; Participation in the Govan Ward Community Budgeting Event, Held a local government election hustings, Held an election and gained 3 new community councillors. (Kirsty, Avril, Serena), Changed our constitution to allow us to increases the number of community councillors from 10 to 12. There are a number of challenges still facing the CC. The protection of community areas from the onslaught of match day anti-social parking continues to be challenged as we await an Event Day Parking Zone (during match days) The area continues to be of considerable interest to developers and several new schemes were approved and commenced. Of particular interest is the Govan East CC area which although dormant had many proposals submitted for it. ICCC must continue to stay involved in this as the CC boundaries are not aligned to our daily lives. Daring to consider not just putting the same thing in the same place takes courage and vision. I would appeal to our Local Councillors to work with the community to improve upon the fragmented zoning in the City Plan that is characteristic of our area. A joined-up approach is required to ensure viable, thriving communities that connect safely and are not sandwiched between industrial units that are all shut at night, or business parks with no community outreach function. It was disappointing to see approval of the felling of many mature trees in the area as does not surely happen elsewhere and one would wonder why. We continue to promote that we live in an area not known by its name simply from football but with roots long before. We continue to welcome those from across the community with respect and hospitality. The recently updated Scottish Index of Multiple Deprivation confirms that our CC area continues to have substantial poverty within it although there is much evidence of positive community spirit. The great work of the local food bank at Ibrox Parish Church is noted. Making small but important steps has been a good approach for us. The large planters in the area from GCC nurseries have given a fresh start to some parts of the area. The community acknowledges the hard work of the environmental task force and is aware of the need for better information on waste disposal. We also thank GCC for their continued grant support for the work of the CC. The area has extremely close proximity to the river and it is encouraging to see increased movement through our area with venues such as Go Glasgow Urban Hotel and Restaurant (Crear group) thriving and receiving excellent Trip Advisor reviews. Visitors and commuters are connecting with us although wayfinding in the area is still lacking to help reinforce proximity. I would challenge GCC to install new pedestrian signs through our area to direct towards the river and other tourist sites such as Bellahouston Park. Safe lighting is also critical. It remains essential that community councillors attend as much as possible so that their posts are not left dormant blocking others from taking up the role. Finally, it is with great confidence in those that follow me that I announce my stepping down from chairing duties of ICCC having served for many years as Deputy Chair and more recently Chair. The Community Council is left in very safe hands and I wish the successor well in shaping the area still further and tackling the strategic priorities. John Foster, 5th October 2017 4. Treasurers report JK reported that the community council was in a healthy financial position. Jk noted from the accounts that there are payments to Clyde Community Hall outstanding, this was due to the Clyde Community Hall still not issuing invoices for 3 meetings (July, August, September) and 1 for the hustings (April). Jk informed the community council that due to this and the auditor not being available the accounts would be audited next week. 2.5 Glasgow Homeless Shelter - Agenda amended to allow for this last minute addition. Members of Glasgow Homeless Shelter noted below addressed the community council.
Glasgow Homeless Shelter discussed a planning application they are soon to lodge regarding the refurbishing a premises on Fairley Street as temporary emergency accommodation for primarily asylum seekers. They have spent the last 3 years looking for a suitable premises before finding the unit on Fairley Street. There current Anderston venue is too small and is does not have suitable storage or showering facilities. The premises on Fairley Street is affordable for them to rent and refurbish although more fundraising would be needed. The position of the premises within easy access to the city centre makes it ideal. The accommodation would operate between 20:00 and 8:00. The accommodation will be over 2 floors housing around 30 men and 15 women. It is unlikely residents would be hanging around the local area during the day. Anyone who causes problems within the local community is no longer allowed to stay or access services provided. The accommodation will provide an bed to stay and hot food for its residents. Currently there is no provision for women something this new building would rectify. The accommodation would have a full CCTV system. Men and women will have separate accommodations. No children would be using the service, as the Home Office stops asylum seekers with children from becoming homeless. Children also become the responsibility of the social work dept. On the rare occasion children may spend a night in the accommodation while social services find suitable accommodation. Residents are not able to access homeless services through lack of National Insurance, passports, documents, or finances to get back home. Due to this they are also not allowed to work. Chris Stevens MP reported that 40% of MP's case work is asylum because Home Office will only deal with MPs when considering cases. Glasgow Homeless Shelter currently attend Anderston CC to keep a open dialogue with the community. They would happy to have this kind of relationship with Ibrox & Cessnock CC. The planning application has not been lodged yet as assessments are still being made on the new premises to ascertain if it is suitable for renovation. Chairpersons Report The Chair presented a written report of community council activities, and thanked those present for their work. Issues covered included planters, clean-ups, rat and pest control, new business developments in the area and reopening of Clyde Community Hall. The poor attendance of some community councillors was highlighted, and they will be contacted regarding this with a view to recruiting new members. The chairs report was accepted and approved by Iain Henderson and Chris Fyfe. 3. Treasurer’s Report Treasurer John McKinstry provided his annual report on the community council's finances. The Treasurer reported that Patricia Mullen would be asked to become our Elect Audit Examiner for a second year and that the accounts would be available for submission very shortly. 4.
