Public Notice Nominations are invited from residents who are 16 years or over to join Ibrox & Cessnock Community Council 1. Qualification Anyone over 16 years of age who resides within the Community Council boundary area can stand for election. All that is required is that the candidate, proposer and seconders’ names appear on the Electoral Register. For those whose names do not appear on the Electoral Register, a supplementary form to be accompanied with original documentation which confirms place of residence, can be obtained from Glasgow City Council (see below). This form should be returned by 12 noon on Friday 3 March 2017. 2. Election There are currently 5 vacancies being advertised for Ibrox & Cessnock Community Council. 3. Closing Date Valid nomination forms must be submitted to Glasgow City Council (see below) by 12 noon on Friday 3 March 2017. 4. Election Meeting Uncontested Election Meeting: Should 5 or fewer valid nominations be submitted to Glasgow City Council, the candidates will be elected unopposed on Wednesday 15 March 2017 at 7.00pm in Clyde Community Hall, 41 Whitefield Road, Glasgow G51 2YB Contested Election – Secret Ballot: Should more than 5 valid nominations be submitted to Glasgow City Council by 12 noon on Friday 3 March 2017 a secret ballot will take place in Clyde Community Hall, 41 Whitefield Road, Glasgow G51 2YB on Wednesday 15 March 2017. Qualifying residents* will be entitled to cast up to 5 votes during the ballot opening hours 5.30pm – 8.30pm. A list of candidates will be publicly advertised at the secret ballot. The results of the secret ballot will be confirmed at the next scheduled meeting of the community council. *To vote at a community council election, residents’ names and addresses must appear on the Electoral Register or be confirmed using a supplementary form (see Qualification above). I refer to your email regarding the speed monitoring equipment in Ward 5 (Govan Ward) and would like to thank you for this enquiry. I can advise that a series of speed surveys are in the process of being carried out throughout Ward 5 to determine the suitability of a Mandatory 20mph Zone for this area. The purpose of the Mandatory 20mph zone is to ensure that vehicle users reduce their speeds to 20mph or less, and therefore improve road safety for pedestrians, cyclists and all other vehicle users. By turn, it is anticipated that this will encourage more people to walk and cycle, which would have associated health benefits. Furthermore, a report by Department for Transport (DfT), titled, ‘Relationship between Speed and Risk of Fatal Injury: Pedestrians and Car Occupants’, notes the following benefits: - If someone is hit by a car at 40 mph they are 30% likely to be killed. - If someone is hit by a car at 30 mph they are 7% likely to be killed. - If someone is hit by a car at 20 mph they are 1% likely to be killed. It is anticipated that the speed surveys assessment will be completed by the middle of January 2017 and any proposed traffic calming measures will be identified by the middle of February 2017. Should any traffic calming measures be required, a consultation process will be carried out, which will be anticipated for March 2017. |
