Police Update - Crime figures for Beats 12,14 & 15 PC JJ gave the following crime stats for last month Total Crimes Reported - 45, Detected - 16, Detection % - 35.5% Breach of the peace – 3 (1 detected) Road Traffic – 8 (5 detected) House Breaking – 4 (0 detected) 16 Clifford Street, 15 Elizabeth Street, 20 Elizabeth Street & 411 Paisley Road West Vandalism – 8 (1 detected) Drinking in a Public Place – 3 (3 detected) Drug Offences - 2 (2 detected) Assaults – 5 (2 detected) Same period in 2017 - Total Crime Reported 88, Detected 46, Detection % - 52% No obvious trends across the period. Summer periods potential increase in youth disorder, increase Community Enforcement patrols/officers in area to combat this. Street drinking on a downward trend due to local licencing initiatives It was noted that there had been searches in gardens in the area. This was confirmed to be in relation to the missing person inquiry for Govan resident Julie Reilly 3. Minutes of Previous Meeting March Minutes proposed by IH and seconded by CF 4. Matters Arising – No matters arising from previous meeting 5. Planning Updates Homeless Hostel on Fairley Street planning - Granted subject to conditions. On further discussion, these are standards planning conditions set for most applications. Also it must be built asper the plan submitted in application. Festival Park – Stewart Milne Homes application. It has been noted that there has been comments made by the Architect of the Village development, the application does not fit in with original proposal for the area, Work/ Life Balance. AW brought up the Skeen Road development especially with regard to the height of the landmark building. There seems to be no care for the existing residents view. It was noted that there was disputes with local residents and the developers at the time with regards to this however there was a general feeling of the developers didn’t take this on board. Among the recent developments, they have probably been the worse developers to deal with in regards to feedback from the community council and local residents. JMcK voiced that the developers are about maximising profit not interested in the local resident’s views. Quantity above quality. Facilities/services are added to keep up with this influx of new residents within our community. Strains the existing population as it puts no provision into existing residents. Currently none of our ward councillors sit on the planning committee so they are not able to object or support any planning applications. JF changes need to be made to address the City plan guide on population density in Community Council areas JK Glasgow City Council failing to tackle issue with homeless provision. Housing associations need to provide this provision in new developments. This has already been utilised in the Brand Street development. RB added that we still need more social housing. JF Audit Scotland, this housing is disproportionate in our area compared to other more affluent areas, Shawlands, Hydnland etc. AW noted that these social developments only support small family housing. Only suitable for same sex siblings or 1 child families. Poor family housing. SD added that objectors in any planning applications can’t appeal however developers can for a planning consideration. Is this fair? AY added that a stronger planning system is needed. JH noted that both JF & JMcK should both be congratulated on their passion on this subject. 7. Licencing Is there a difference between licencing for hotels to off sales etc? SD there is a restraint in the area for restaurants etc. Myometrium was off sales. RB there should be a MAP with names in the vicinity of any licences including dormant. It was noted that it is not shown on the public portal. Any licences granted must be deemed suitable for the building. Change of use application must be submitted for a different type of business. JH added that a hot food licence application had come in for 480 Paisley Road. Although that falls within Kinning Park jurisdiction, questions were asked such as can we limit closing times? Later closing times can only be within the city centre limit. Tenemental policy would also go against this application. 8. Councillor Updates JK - Update on the acquisition policy of Govan Housing Association. They have bought over another 5 empty properties in the area. They are encouraging local residents to clamp down on rouge landlords within the area. Report them and encourage Govan Housing Association to take over the factoring of further closes within the area. More landlords have been before the committee and have been removed from the land lord registrations scheme meaning they are no longer allowed to rent out properties. There is several open air concerts and events happening in the area in the next few months. Concerns noted was that some took place on week/school nights. Organisers DF concerts blame scheduling issues due to the vast amount of events. Annual large Orange parade has been moved to Bellahouston Park this year. Anticipated numbers reaching over 4500 participants with similar numbers expected to spectate and follow. Full details will follow as soon as they have been confirmed. JJ added that all Police leave had been cancelled during these busy event dates to staff this operation. Violence is not the issue with parade now, it is the disruption and aftermath of the event. The residents want to know how long the roads will be shut. Are the correct provisions in place for the event? Update on event parking. Positive for local residents as the restricted zone is now larger. When in place how will it be monitored/policed? JK will try and get a time line for us for the next meeting however it depends on the amount of objections submitted. Anticipated there will many from the Rangers fans SD – Mentioned that the Orange Parade and other events are putting regular park users off. The Tree @ PRW. The council officers need to have discussions with regards to who is responsible for the upkeep and maintenance of the tree. Dispute with the Parks department and LES department. The proposed Ibrox Rail way Station has the backing from Ibrox Football Club. They believe that with the Event parking day restrictions coming into place, the train station will reduce the knock on effect with fans choosing to travel on the train. Hopes of up to 20000 fans using this method of transport on match days. Channel 4 - there has been recent media coverage of Channel 4 moving some of its operations to another City, creating a media hub in the chosen location. Glasgow have shown interested in bidding for this and are in the frame along with other cities in the UK. The proposed location would be in Govan, to work alongside the existing Media Hub there with the BBC and Stv studios RB - Attended a recent education presentation @ Govan High School. They are one of 3 schools in the Glasgow Area who are a SCHOOL OF FOOTBALL. Engaging children of High school age with Football and Education. The school has had an increase in attendance and further education within the pupils. There has been a suggestion that it has led to a reduction in youth Anti-Social Behaviour. Although this has not been proven. As this scheme has been a success, how can we built on this? Suggestions have been to include children from a younger age at primary school level or have open more Schools of Football. This scheme has been funded by the proceeds of crime/payback fund. 2 success stories from the school - 1 pupil has signed as a professional footballer @ St Mirren FC and another is going to study Sports Management at University. Placement requests for the school have increased with pupils from other areas wishing to be involved. Gaelic school – This is still in early stages however hopes are that this will open in the Cart vale School within the next year. Parents of existing Gaelic school pupils would like to speak to ourselves and Govan East CC, date just needs to be arranged. The funding should be granted so that the existing structure can be repaired. Ricky has had a date planned for his police control room visit with regards to Ibrox matches with Inspector Lambie. He will give us a report on his day at the May Meeting. 9. Community Council Discussion forum/ Development sessions IH gave report on meeting chaired by Mary Johnstone. There is a review of the concerns of the Development session on Monday 14th May 2018. Open to all community councillors. Next Development session date is Saturday 2nd June 2018 10. AOB SD – Lothian Bus Model. Look using this structure as a basis for improving bus travel within the Glasgow area – Carried over to next meeting MH - Vice Chair vacancy - carried over to next meeting CF will not be at the next meeting

Police Update Crime figures for Beats 12,14&15 PC SMcD Gave the following crime stats for last month Arrests due to: Common Assaults - 6 Theft - 7 Breach of the Peace - 7 Vandalism - 3 Road traffic - 4 Fraud - 2 Misuse of drugs - 2 Street Drinking/urination - 9 It was reported that overall crimes have reduced and this has been helped by the Community Police. AH Asked about the Union Bears March this lead to a lengthy and very interesting discussion PCs SMcD & AA reported how the “focus” team worked on a strategy of isolate and identify as numbers of police did not match numbers of perpetrators. It was commented by Cllr RB that Police could have had numbers, he and JMcK commented that this strategy would not have been known to community therefore the perceptions of the local community would be very poor. Cllr AY stated that this is much wider than “just” the Police. KMcD asked if it were possible to be given a report on progress made by “focus” team at our next meeting. Discussion then lead to annual Orange Order parades which this year will march to Bellahouston Park rather than Glasgow Green as there is a clash with music festival. Ballie JK gave an update on this as licensing already in. 3. Minutes of Previous Meetings January minutes proposed KmcD by and seconded by IH February minutes proposed by KMcD and seconded by JMcK 4. Matters Arising Ballie John Kane (JK) gave an update as vice convenor of committee on upgrade of enhanced enforcement similar to that in Govanhill. Landlord registration will now be linked to Planning, currently Housing of Multiple Occupancy (HMOs, houses with more that 3 unrelated persons) already need to apply for licensing. Meeting in city chambers committee rooms 8, Monday 16/4/2018 6pm KMcD and AW relied that they would both be able to attend. 5. Cllr JK queried time of this meeting as vice-chair he will get back to this once date and time double checked. KMcD May be able to attend. 6. Planning/Licensing Updates 6.1 Planning Decision - Erection of single storey extension to mosque. - Granted 6.2 Planning Application - Erection of extension to hotel. | Premier Inn @ Pacific Quay 6.3 AOB- nothing else noted or discussed 7. Presentation given by Southwest Food bank IMcG who volunteers at Ibrox Parish church gave a very moving presentation which he will forward to SH to be added to website. 8. GCC Councillor Updates Bailie John Kane reported on Night Shelter Application, sufficient objections have resulted in a committee meeting to be held on Tuesday 27th March 11am Building evacuated on Ibrox street Bin replacement program not due in area until next year however some areas are moving up the line Mary Barbour statue unveiled Cllr Allan Young reported on Govan ferry has record numbers, Council is going through an audit process public report due end of August/beginning of September. Visited Ibrox primary Litter pick up to be scheduled soon, several complaints from residents on this issue Cllr Richard (Ricky) Bell reported on Public consultation re location of new Gaelic School City Budget which was realised shortly after our last meeting, some priorities being constant problem on cleanliness investments to be made in bin program and smart bins. Free lunches extended to P5 and help to provide a year round service Area partnership funding resulting in favour to Govan area 9. Local Residents Forum 4th February clean up with rangers foundation, 7 volunteers collecting 25 bags. Foundation wanted to come along to meeting this week but to late notice so will invite to come next month. RM – Tree outside 319 Paisley Road West is due to come down, hate to lose this, AY exploring this issue after walk round with 5 residents on 1/2/2018. RM enquired if there was a factor at 393 PRW, AY confirmed that there was a spoke privately to resolve issue KM – Advised meeting that there will be drones supplied by property inspectors looking at the roofs, commencing 19/2/2018. AW- Bins are now secured at Walmer crescent, situation will continue to be monitored 10. Community Council Business/Updates Shona Craven stepped down as vice Chair and from being a Community Councillor. Vote needs to be taken on replacement.
