Police Update 2.1 Crime figures for Beat 12, 14 & 15. Description - Oct 2016 / Sept 2017 / Oct 2017 Total reported crimes: 70 69 49 Vandalism: 7 7 7 Breach of peace: 8 7 2 Road traffic offences: 11 10 7 Thefts: 1 3 6 Thefts from vehicles: 5 4 9 Housebreaking: 5 6 0 Assault: 6 5 4 Misuse of drugs act: 7 5 4 Drunk & incapable: 0 0 0 Fire-raising: 1 2 0 Street drinking: 13 4 1 Other crimes: 6 16 9 2.2 PC Gilmour reported there had been an overall reduction in reported crime compared to both last month and last year. There had however been an increase on thefts from motor vehicles much of which focused around one weekend (25-26/10) this was omething they are looking into. 2.3 Action plan on match continues with fewer street drinking offences recorded 3. Minutes of Previous Meeting October Minutes were approved By KM and seconded by IH 4. Matters Arising (5.2) Govan East CC (MH) Mark talked through the consultation period that would take place before any boundary changes took place. This is still an ongoing issues to be monitored and raised in further meetings. Shona McApline had tried to re-establish CC without success there may still be interest in moving ahead with this from other residents such as Deirdre Gaughan, Cllr Stephen Dornan (SD) expressed that elected members would rather hear from residents than any other neighbour parties. (5.3) Paisley Road West Trees Cllr Ricky Bell reports that council have accepted these overgrown trees need to be addressed however he awaits a confirmed date on this action (5.4) Clyde Community hall invoices (JM) Invoices received and shall be be paid promptly (5.6) Glasgow Night Shelter (SC) Community Council preparing a Q&A document. It was asked by a resident if there would be a public meeting regarding plans. MH clarified no planning applications had yet been received so we are not yet at this stage. SH confirmed this. Night Shelter reps present offered to take questions at the end of meeting and/or during break. A planning application is excepted within the next two weeks. Further discussion was had around this point both for and against. It was concluded that this could well be a meeting in itself which may or may not be Community Council lead. A point of action was taken by MH to make residents aware of the criteria for responses to any planning application. (6.4) Rangers Community Clean Up (KM) Report from Clean up held on Sunday afternoon. Only a small team attended with only KM representing community. Point which was noted was a lack of bins, especially for dog waste. Next clean up will be December 17th (am as morning clean-ups better attended). It was suggested this would be better advertised through social media etc. There was further discussion on this, Rangers are not legally obliged to do clean-ups but as a community working it is good practice also on the flip side it is encouraged that in the interests of joined up working that residents also take part in this. (6.5) Traffic Calming Proposal(MH) Further average speed analysis to be carried out on Merrick Gardens. JM suggested this should be carried out at busy times (7.4) Great Scottish Run (MH) Letter of complaint still be put in by MH (8.3) Self Factoring (SC) There is a website Under one roof that looks at this. Common repairs/self-factorising advice. Details were given to Councillors Bell and Young. AY passed matter onto his colleague in Edinburgh, unfortunately system there only to plug major gaps they have and is not a valid model that we could simply adopt in Glasgow 5. Correspondence Received 5.1 Consultation - Revised boundary changes for the UK Parliament MH reported there were plans for boundary changes that if they could ahead would affect our Community Council area. It would mean that our area would become one Westminster constituency, Glasgow Central. 5.2 Consultation - Building Scotland's low emission zones Proposed arrangements and options on how to deliver approach 5.3 Consultation - City of Glasgow Draft Local Fire and Rescue Plan 2017 Information added to website 5.4 CCDF now (Community Council Development Sessions) (MH) To be renamed Community Council Development sessions. This will have one keynote speaker in the Saturday morning slot, followed by two training sessions. 5.5 Invite - Glasgow Healthier Future Forum - 28th Nov. Any interested parties should let MH know 6. Planning/Licensing Updates 6.1 Retrospective application: Installation of ATM and Illuminated Signage, 366 PRW. No objections. 7. Local Residents' Forum KM - Residents urged to use Environmental task force twitter to report issues. This seems to a better way of getting a response than phoning or using the MyGlasgow app. AW reported that food waste bins were not emptied at the rear of Walmer Cresent and bin collectors were not locking door behind them. Other residents had very similar issues in the surrounding areas. 8. GCC Councillor Updates AY: Full council meeting last week, 5 year plan was passed and there was an emergency motion passed motion on sexual harassment at work. SD: met with SPT to discuss possibility of Ibrox train station re-opening. Transport minister, Humza Yousaf is not for the idea but there are still quite a few hurdles to overcome. 9. Community Council Business/Updates 9.1 Office bearers’ updates Moved to next month to allow time for presentation 9.2 AOB 10. East Govan/Ibrox Development Appraisal - Wheatley Group/Transforming Communities Glasgow Stephen Lamb went through a detailed proposal including a powerpoint presentation with the meeting. There will be a full community consultation in two venues possibly one being the community hall in the near future 3-7pm two dates in December. 11. Next Meeting - 20th December, 7pm at Clyde Community Hall.
