Police Update 2.1 Crime figures for Beat 12, 14 & 15. Description - Sept 2016 / August 2017 / Sept 2017 Total Incidents: 301 / 284 / 333 Total reported crimes: 65 / 91 / 69 Vandalism: 8 / 10 / 7 Breach of peace: 4 / 13 / 7 Road traffic offences: 6 / 12 / 10 Thefts: 14 / 10 / 3 Thefts from vehicles: 6 / 5 / 4 Housebreaking: 10 / 6 / 6 Assault: 3 / 4 / 5 Misuse of drugs act: 2 / 4 / 5 Drunk & incapable: 0 / 0 / 0 Fire-raising: 0 / 1 / 2 Street drinking: 5 / 10 / 4 Other crimes: 7 / 16 / 16 2.2 PC Gilmour reported there had been an overall reduction in reported crime compared to August, but a slight increase compared to September 2016. Pc Gilmour reported that street drinking etc has been reduced due to local policing action plans on match days. Residents agreed that these problems had been reduced. 3. At this point the meeting was paused to allow for AGM to take place. Meeting resumed after conclusion of AGM at 19:20. 4. Minutes of previous AGM Minutes of Septembers were approved. 5. Matters Arising 5.1 Police Scotland will try to email the CC with crime reports in advance of meetings to allow for distribution before the meeting. Unfortunately it was not possible to achieve this before tonights meeting. A 5.2 There is currently no update on the on the progress on the re establishment of Govan East Community Council. This will be looked into for the next meeting. A 5.3 The trees on Paisley Road West still need pruning, autumn mulch issues are recurring along with blocked brains on Paisley Road West. A council officer out for a walk-around and inspect trees in the area. The GCC has set a deadline of December 17th to do any pruning required. A 5.4 Invoices from Clyde Community Hall have still not been received. A solution to this problem is ongoing. Invoices for hall hire may be presented to the Treasurer on the night of hires in future. A 5.5 The CC’s planters now have their branding. New plants have been agreed with GCC, these will comprise of surplus plants after the winter planting is done. There is also the possibility of acquiring more planters for the area. 5.6 Residents asked for an update on the night shelter on Fairley Street, members of Glasgow Night Shelter present at the meeting addressed the meeting. The shelter manager reported that no application made yet for a new shelter at Fairley Street. Lease on the building is to be signed this week. The application for change of use is still to be made this will take some months to work through the system. The shelter is unlikely to be operational until the spring. Margaret Sweeney, chair of the shelter's management committee, said she believed there had not been a single break-in connected to the shelter at Anderston, and encouraged the community council to invite the local police from Anderston to attend our meetings to provide an impartial report. The manager of Govan Community Project (formerly Govan and Craigton Integration Network) informed the meeting that the project would support night shelter residents giving access relevant services. He also believed residents of the night shelter would not hang around near the area during the day. In response to residents concerns about what the shelter resident would be doing during the day it was suggested they would attend legal appointments and engage with charities providing support services. Chris Fyfe reported that he had been to the Anderston Night Shelter a few times, and reported it is in a far more densely populated residential area than the Fairley Street site. He was unaware during the day that it was the night shelter and had not seen any men hanging around outside it. It was decided the ICCC would contact Anderston Community Council, Anderston Church and the local Anderson police team to invite them to attend our November meeting to get insight into the Anderston Night Shelter. A 6. Correspondence Received 6.1 Councillor Young is holding a meeting for Litter & Recycling on Tuesday 24/10/2017 6pm till 8pm @ Clyde Community Hall. This is a follow up to the previous meeting he held on this topic. 6.2 This roadworks are currently happening Kingston Bridge south approach ramps this will affect people driving in the area. Once the south ramps have been finished work will move to the North ramps. 6.3 The Artery Project is starting to move forward and a grant application is being lodged to help fund take the protect forward. The Kinning Park Complex is providing an anchor organisation for this grant. 6.4 The Rangers Charity Foundation has been in touch in regards to community clean-ups it is organising in conjunction with Community Safety Glasgow. The dates for these clean ups are 29th October, 12th November and 17th December. Shona Craven will follow up on this. A 6.5 Feedback has been requested on the proposed traffic calming scheme for the area. The proposal puts forward a 20mph speed limit in most streets in the area with the exceptions of Paisley Road West, Edmiston Drive, Broomloan Road, Govan Road. Traffic calming measures would be installed on Govan Road (@ the back of Festival Park), Copeland Road and Woodville Street. It was queried why traffic calming measures were required on a stretch of Govan Road that is little used and has no residential properties on it. Residents did wonder how effective the 20mph speed will be given the feeling that the city centre version is not very effective. There was a general discussion of this proposal and it was decided that the following roads should suggested as having traffic calming measures. Merrick Gardens, Ibrox Terrace, Clifford Street, Middleton Street, and Brand Street. It was also discussed that some roads in the area could be reviewed with the approach to look at making some 1 way. As the Govan Area Partnership is creating transport and traffic sub committee these point will be brought up in that forum. A 6.6 The Govan Locality Plan (Govan Thriving Places) is starting to move forward. A committee is being put together to help drive the project forward and to select the anchor organisation. Mark Hughes has been asked to join the committee through his role as GAP rep 7. Great Scottish Run Debrief 7.1 The Great Scottish Run was discussed. It was noted that residents leaflets had not been delivered in the area. These leaflets were meant to be delivered from the 13th September. The Community Council managed to receive this information from Councillor Bell and was able to share the it online just before the event happened. 7.2 It was noted that there was serious traffic congestion on the local motorways due to the closure of Paisley Road West. This appeared to have caused traffic problems all the way back to Breahead shopping centre car parks. 7.3 It was noted that signage threatening cars will be towed on Paisley Road West did not give information on why the cars had to be moved and no cars appear to have been towed. 7.4 It was agreed that the CC would send a letter of complaint to the Great Scottish Run organisers and related Council depts in relation to the poor consultation and lack information given to residents. The traffic chaos that the closure of Paisley Road West caused will also be highlight. A 8. Local Residents' Forum 8.1 It was highlighted that a flag which was almost 3 stories high was hung from the roof of the flat block on Fairley Street. The flag appears to have been related to a former rangers football player. Safety concerns were raised as the flag was held by people standing on the roof. 8.2 A local resident thanked Councillor Kane for help with cleaning up back courts in her area.. 8.3 A resident asked if anyone at the meeting had experience of self factoring. Councillor Kane informed the meeting that DRS and Govan Housing Association are looking at factoring pilot scheme. Some research will done to look into self factoring/factoring options. A 8.4 It was reported that there are a number of pot holes in the area. Councillor Kane will follow this. 9. GCC Councillor Updates 9.1 Councillor Kane reported that there is a problem with triple parking outside Lorne Street Primary caused by parents picking up children. The Police have been made aware of this. He also reported he is liaising with LES in regards to transportation in the area. 9.2 Councillor Young reported that cycle routes are being improved in the area. 10. Planning/Licensing Updates 10.1 There has been a planning application in regards to replacing windows on a flat in Walmer Crescent. No objections recorded. 10.2 Ibrox Football Centre/Ibrox Community Complex has applied for renewal of its indoor entertainment license. No objections recorded. 10.3 There was a street trader licence renewal for a position on Edmiston Drive selling memorabilia: flags, scarves etc. No objection recorded. 11. No other business was put forward. 12. The meeting closed at 9pm. The next meeting will take place on Wednesday November 15 2017 at 7pm.

Minutes of previous AGM Minutes of 2016’s AGM were approved. 3. Chairpersons annual report Chairpersons annual report was submitted in writing and Vice Chair MH as acting Chair read out the report. Chairpersons Report Since the last AGM the Community Council has been meeting every month with generally good attendance from the community. The set of Community Councillors were; Chris Fyfe, Mark Hughes, John McKinstry, Grace Smith, Iain Henderson, John Foster, Serena Hay, Shona Craven, Kirsty McDowall and Avril Williamson The following office bearer roles were active; John Foster (Chair), Mark Hughes (Vice Chair), John McKinstry (Treasurer), and Shona Craven (Secretary). I wish at this point to thank Mark, John McK and Shona in particular for their very hard work in the past year. They have also ensured that the visibility of the ICCC has increased, embraced effective use of internet and social media to increase the methods of contact and information sharing available and looked after our accounts very well. Awareness of ICCC was also increased through the use of printed posters/posters in closes etc. Highlights of the year; Participation in the Govan Ward Community Budgeting Event, Held a local government election hustings, Held an election and gained 3 new community councillors. (Kirsty, Avril, Serena), Changed our constitution to allow us to increases the number of community councillors from 10 to 12. There are a number of challenges still facing the CC. The protection of community areas from the onslaught of match day anti-social parking continues to be challenged as we await an Event Day Parking Zone (during match days) The area continues to be of considerable interest to developers and several new schemes were approved and commenced. Of particular interest is the Govan East CC area which although dormant had many proposals submitted for it. ICCC must continue to stay involved in this as the CC boundaries are not aligned to our daily lives. Daring to consider not just putting the same thing in the same place takes courage and vision. I would appeal to our Local Councillors to work with the community to improve upon the fragmented zoning in the City Plan that is characteristic of our area. A joined-up approach is required to ensure viable, thriving communities that connect safely and are not sandwiched between industrial units that are all shut at night, or business parks with no community outreach function. It was disappointing to see approval of the felling of many mature trees in the area as does not surely happen elsewhere and one would wonder why. We continue to promote that we live in an area not known by its name simply from football but with roots long before. We continue to welcome those from across the community with respect and hospitality. The recently updated Scottish Index of Multiple Deprivation confirms that our CC area continues to have substantial poverty within it although there is much evidence of positive community spirit. The great work of the local food bank at Ibrox Parish Church is noted. Making small but important steps has been a good approach for us. The large planters in the area from GCC nurseries have given a fresh start to some parts of the area. The community acknowledges the hard work of the environmental task force and is aware of the need for better information on waste disposal. We also thank GCC for their continued grant support for the work of the CC. The area has extremely close proximity to the river and it is encouraging to see increased movement through our area with venues such as Go Glasgow Urban Hotel and Restaurant (Crear group) thriving and receiving excellent Trip Advisor reviews. Visitors and commuters are connecting with us although wayfinding in the area is still lacking to help reinforce proximity. I would challenge GCC to install new pedestrian signs through our area to direct towards the river and other tourist sites such as Bellahouston Park. Safe lighting is also critical. It remains essential that community councillors attend as much as possible so that their posts are not left dormant blocking others from taking up the role. Finally, it is with great confidence in those that follow me that I announce my stepping down from chairing duties of ICCC having served for many years as Deputy Chair and more recently Chair. The Community Council is left in very safe hands and I wish the successor well in shaping the area still further and tackling the strategic priorities. John Foster, 5th October 2017 4. Treasurers report JK reported that the community council was in a healthy financial position. Jk noted from the accounts that there are payments to Clyde Community Hall outstanding, this was due to the Clyde Community Hall still not issuing invoices for 3 meetings (July, August, September) and 1 for the hustings (April). Jk informed the community council that due to this and the auditor not being available the accounts would be audited next week. It was confirmed that the community council will continue within the ‘Scheme for the Establishment of Community Councils’ 6. Signing of Constitution Due to the the constitution not being printed it was decided this will be done at the next ordinary meeting in November 2017. 9. Appointment of associate members No associate members where appointed. MH asked the community council to think about what groups may want to join as associate members in the future and relay any thoughts back to the Chair. 11. 2.5 Glasgow Homeless Shelter - Agenda amended to allow for this last minute addition. Members of Glasgow Homeless Shelter noted below addressed the community council.
Glasgow Homeless Shelter discussed a planning application they are soon to lodge regarding the refurbishing a premises on Fairley Street as temporary emergency accommodation for primarily asylum seekers. They have spent the last 3 years looking for a suitable premises before finding the unit on Fairley Street. There current Anderston venue is too small and is does not have suitable storage or showering facilities. The premises on Fairley Street is affordable for them to rent and refurbish although more fundraising would be needed. The position of the premises within easy access to the city centre makes it ideal. The accommodation would operate between 20:00 and 8:00. The accommodation will be over 2 floors housing around 30 men and 15 women. It is unlikely residents would be hanging around the local area during the day. Anyone who causes problems within the local community is no longer allowed to stay or access services provided. The accommodation will provide an bed to stay and hot food for its residents. Currently there is no provision for women something this new building would rectify. The accommodation would have a full CCTV system. Men and women will have separate accommodations. No children would be using the service, as the Home Office stops asylum seekers with children from becoming homeless. Children also become the responsibility of the social work dept. On the rare occasion children may spend a night in the accommodation while social services find suitable accommodation. Residents are not able to access homeless services through lack of National Insurance, passports, documents, or finances to get back home. Due to this they are also not allowed to work. Chris Stevens MP reported that 40% of MP's case work is asylum because Home Office will only deal with MPs when considering cases. Glasgow Homeless Shelter currently attend Anderston CC to keep a open dialogue with the community. They would happy to have this kind of relationship with Ibrox & Cessnock CC. The planning application has not been lodged yet as assessments are still being made on the new premises to ascertain if it is suitable for renovation.
