Minutes for 19th September 2018 Present: Avril Williamson (Jt Ch), Kirsty McDowall (Jt Ch), Iain Henderson, John McKinstry (Treasurer), John Foster, John Kane (Cllr), Allan Young (Cllr), Jacqueline Hopkins (KPCC), David Jones, Tara Granados, Archie Henderson, Sergeant Gary Montgomerie, PC Alan Walker, Charles Nicolson, Jamie Murray, Kate Brown, Sheryl Roft, Apologies: Grace Smith, Mark Hughes, Richard Bell (Cllr), Stephen Dornan (Cllr), Ann Henderson, Loraine Horn Chairperson Williamson opened the meeting and gave the apologies, then introduced Sergeant Gary Montgomerie who gave the monthly report on the all round crime in the area. Ibrox Parish Church Minister Tara Granados asked if there was any update on the on the recent break-in at the church to which he replied. The minutes from the previous meeting were not available due to a technical problem. Resident John Foster mentioned that although Community Council had voted against the Rangers fan zone perhaps the minutes should have stated that we were supportive of the idea but were against the suggested location. Councillor John Kane pointed out that the universal benefit named in minutes should actually have been universal credit. Correspondence received from :- Alasdair Morrison Rangers FC re future engagement. Connal Cochrane Rangers Charity Foundation requesting to attend and address a future meeting. This was agreed. Douglas Morrison Glasgow Gaelic School Parent Council Chair requesting to attend and address a future meeting. This was agreed. Meeting will probably be held at end of the year or the beginning of 2019. GCC to remind all that closing date for nominations for Community Councillors is midday on the 20th September 2018. GCC to inform all that a petition has been received to start process to form a Community Council for Govan East. Chair Williamson gave feedback on meetings held, along with Grace Smith and John McKinstry, with MP Chris Stephens on 3rd September regarding the anti-social behaviour of Rangers fans on match days and the Protests at Home office in Brand Street, and later, on 17th September, with Inspector Lammie, and Chris Stephens. The police gave feedback regarding question on the protests raised by resident Archie Henderson. The second meeting was very constructive focusing on the anti-social behaviour of Rangers fans on match days. The police were very receptive to information, and suggestions, given and explained how their operation works, supplying us with numbers and email addresses. It is important that everybody reports incidences. Details can be found on the Police Scotland website. Sergeant Montgomerie spoke about the problems with the union bears activity and stressed that their primary concern is for the safety of all and this means that sometimes a more strategic plan has to be adopted. PC Walker mentioned a Responsive phone Communication that’s available for the residents regarding these matters but was unable to give this number at this time. Resident McKinstry raised issues on match days. Resident Charles Nicolson asked the police about the Bears and other groups communicating with each other. Resident Foster enquired about Legal and Non-Legal marching arrangements and Sergeant Montgomerie responded but again stressing that the police’s first objective is to ensure the safety of the public. The first half was closed. Chair opened the 2nd half of the meeting with the Elizabeth St Community Gardens. Residents and Bailie John Kane addressed this matter. Bailie John Kane commented on the objection to planning on the ground adjacent to the Science Centre, and mentioned that Asda has applied for One More Delivery. Councillor Young mentioned the drains to be cleaned and the tree outside 391 & 405 Paisley Road West needed to be attended to. He also mentioned being out with the police on match day. He informed us that a meeting to establish Govan East Community Council had been held though he was not present at this meeting. Bailie John Kane mentioned the new Universal Credit introduced in Govan. There will be a permanent advisor based in Ibrox Library to answer ant questions residents may have. He also mentioned the modernization of flats in the Ibrox area, in particular on Elizabeth St and Ibrox St. An in depth talk on Bin renewals and Collections. Resident Iain Henderson mentioned a bad leaning pole in Walmer Crescent as well as a pothole. Resident Foster brought up the Heading Committees and important matters to be discussed. Bailie Kane talked of the sign at the Albion Car Park regarding the testing the carriages of the new subway. Resident Archie Henderson mentioned a security company regarding the doing of the tests. Meeting closed at 9.05pm Next Meeting (AGM) on Wednesday 17th October 2018.
