Shona, Mark & Serena were all thanked for their service, and it was noted that Serena is now otherwise engaged in Thailand. Minutes of last AGM These were approved. Matter Arising Rangers Football Club had invited the Community Council members to a Forum to discuss any issues. ICCC’s Facebook and website pages were thought to be attractive. Our Community Councillors and Steven Dowling our Community Council Officer were thanked for their help, as was Kirsty McDowall, the Joint Chair. Chairperson’s Report Avril Williamson delivered report Treasurer’s Report It was noted that the deficit in the accounts had been rectified, showing a positive balance, and the audited accounts were approved. Patricia Mullen, the independent examiner of the accounts was thanked and asked to continue. Election Council Officer Steven Dowling took the chair. It was noted that all twelve positions had been taken and therefore no election of committee members was required, however one had already retired, and there was therefore a vacancy. The following office bearers were proposed, seconded and elected: Chairperson: Avril Williamson, Vice Chair: Kirsty McDowall Secretary: Robin Webster Minute Secretary: Iain Henderson Treasurer: John McKinstry Area Partnership Lead Avril Williamson & Grace Smith Planning Contact: Robin Webster Licensing Contact: John Foster Other Business Henderson proposed the church minister Tara Granados as an associate member. It was agreed to ask Serena Hay to continue as an IT advisor, although she was now in Thailand. Discretionary Fund It was agreed to apply to the discretionary fund for a laptop, printer and phone. Tara Granados suggested a method of connecting the Committee’s phone to a personal phone without compromising privacy. Cessnock Street Extension and link The original strategic plan for Pacific Quay proposed a pedestrian route directly extending Cessnock Street to the river. It is believed that the planners will not accept housing on Gilmour’s site which blocks this, and therefore Gilmours are unwilling to sell and move to enable the route to be established. This should be reconsidered. Boundaries A map showing the boundaries of the Community Councils would be helpful. Open Space Avril Williamson raised the issue of the Community Garden behind the Park Bar. Steven Dowling undertook to enquire who was responsible for its upkeep and report back. Date of Next meeting It was proposed that this should be held on the Wednesday following the school holidays on Wednesday 23rd October 2019. Close The Annual General meeting was closed, and Steven Dowling left the building. An ordinary meeting of the Community Council was then held, following tea and biscuits. Matters Arising
Robin Webster noted that there was an ambition to replace the existing motorway standard lampposts with replicas of Alexander Thomson’s lampposts at Queen’s Park, rather than simply replacing them. He asked that this be noted, as if they were replaced with the existing type there would be no funds left to help the historical alternative. He acknowledged that additional funds had yet to be sourced to meet the additional costs.
A meeting is to take place on the 14th November at 12.00pm with Club Officials: Avril Williamson and John McKinstry are going to represent ICCC. Development and Discussion Forum This will take place on Saturday 10th November at 9.30 am, in John Street. Topic on the agenda are Parades & Processions and Licencing. Glasgow Open Space Strategy A letter has been received from DRS by John Foster regarding Glasgow’s Open Space Strategy. Views are sought, and comments should be made on its Open Space Map (www.glasgow.gov.uk/PAN65) with a view to ensuring it remains up to date and accurate. Copies of the draft strategy and the map are in the Ibrox Library and at Council Offices. The GHA/Govan Housing Association have a bookleton the subject Private Rented Properties To counter the increasing purchase of properties in the area by private landlords for rent, GHA now has additional funds to buy them and is gradually doing so. Halloween There is a Halloween Carnival Night proposed at Ibrox Parish Church on Wednesday 31st October, 6.30- 9.30pm Date of Next Meeting Wednesday 21st November 2018 @ 7.00pm.
