Apologies: Grace Smith, Janet Kebbouh, Anne Henderson Chair Avril Williamson opened the meeting co-chaired by Kirsty McDowell. Chair informed us that Secretary Hay is in Thailand and that Iain Henderson is replacing her for this meeting. The monthly police report was given by Joe Gallagher. Overall crime is down. Iain Henderson gave his report on Development and Discussion Forum meeting from Saturday 2nd June. June minutes proposed and seconded. Correspondence in to Councillor Young regarding Planters. Paul McGrath stated that the watering etc of these planters could be done by LES. Further correspondence from Rangers re Fan Zone and from Kinning Park CC re Event day parking. John Foster endorsed the EDPZ. Co Chair McDowell mentioned 3 forthcoming events in Bellahouston Park in August and Councillor Kane gave briefing for the above events. Paul McGrath, Assistant Area Cleansing Manager, who outlined the current problems being experienced by LES regarding all round resident needs. Co Chair McDowell brought up some problems from experience. Paul McGrath added information regarding the all round council work being done every day by the cleansing services. Some residents raised a number of important issues that Paul McGrath answered. Treasurer McKinstry raised problems with bulk uplifts in Merrick Gardens and that normal weekly uplift is sometimes incomplete(missing bins, removing some rubbish from bins and leaving the rest). Chair Williamson raised the problem of food bins and asked if bio degradable bags could be longer lasting as delays in uplift mean that food waste is decomposing in bin leading to problems with smell, flies, etc. Mr McGrath said he would deal with this and added that he would attend our meetings on a 3 monthly basis to address concerns. He then left. Chair closed first half of meeting. Chair Williamson opened 2nd half and intimated that our meeting, held during the interval, was to discuss the Rangers Fan Zone day on 15th September. Community Councillors had voted to retain our objection. Chair Williamson stated that we, Community Council, were in favour of the fan zone idea but felt that the venue was not the right place for it to be held. Archie Henderson queried who was using the pitch. John Foster mentioned Liverpool FC’s fan zone and how it was worked in conjunction with Event Day parking, and the success it has had. Councillor Young reported on the Clifford Lane clean up which took place on Sunday 12th August with 16 people in attendance. Councillors Bell and Dornan preparing after the summer recess. Bailie Kane mentioned meetings and pavement improvements for Merrick Gardens and other streets. He also mentioned the Universal Benefit coming soon to our area and that there would be assistance for those who qualify. John Foster mentioned Council Planning regarding a display sign, which has already been rejected on safety grounds, that has been proposed again. 502 Paisley Rd West has applied for permission to convert this to 6 flats and Bailie Kane later informed the group that this had, in fact, already gone ahead without planning approval. Email in from Scottish Water informing us of a meeting that will take place on 21st August. Resident questioned the taking down of “a lovely big tree on Brand Street” and Councillor Bell is dealing with this matter. John Hopkins(KPCC) queried whether there was a market for the Fan Zone in the winter months. Chair Williamson mentioned Iain Henderson acting as secretary in Serena Hays absence, and a reminder that our AGM is in October. Ibrox church minister Tara Granados asked if all our CCs were from this area. Chair Williamson replied that they were. 3. Police Update Update and crime stats given 4. Minutes of Previous Meeting After some additions to apologies omitted Kirsty McDowall proposed, Serena Hay seconded 5. Matters Arising Trees - AY met with DRS two options where discussed one being planters with a letter from Community Council for support with this matter to be maintained by GCC. SH to draft a letter, AY will send more information via email tomorrow. Event day parking - consultation period ended, officers working through objections and we are waiting on the next stage. 6. Correspondence Received 6.1 Evening Times article posted on Facebook page but it was decided not to share due to the frictions caused already by this issue. Shelter has caused division almost straight down the middle of the community council. KMc interacted that everyone is welcome at meetings at we would welcome everyone to come and make their views heard on any matters. All councillors have offered there support on matters. Last update from AY is that it would very little chance of renovation going ahead due to high cost, possibly a 6 figure sum. 7. Planning/Licensing Updates 7.1 Renewal of street traders licence- Hinshelwood Drive Hot and cold food and drink, already in place and no objections 7.2 Application for temporary public licence - Ibrox Fanzone 11th August - area where this is proposed was originally part of a local trust and is now owned by Glasgow life. These facilities were given to the Glasgow life by the trust and the council on the condition that they be used for the local community. There was much discussion and objection to this proposed use. It was noted that unlike most licensing there was no option for individuals to comment and/or object. Community Council Can object until 9th July, as such a vote was taken by show of hands from residents. Objection was favoured by a very clear majority therefore Kirsty will send objection letter prior to deadline. 7.3 Application to extend licence, Mon-sun til midnight and until 4am at the weekend. 8. GCC Councillor Updates John Kane- meeting in Palace of art, Update on Boyne March Saturday 7th July. Parade will be in Bellahouston Park for an hour and a half and parade expected to last for 1 hour and 20 mins. JK will send SH times which we will share as mail shots will not be sent to residents. Summer sessions - Three concerts estimated that this will be less than 25,000 Allan Young - Drainage on Paisley Road West, postponed due a few issues this will go ahead in blocks at a later time. Kirsty commented that there was inadequate notification to residents who park their cars in these bays hence the reason that some were not vacant when work attempted. This should be addressed when works are re-commenced. Stephen Dornan - Cllr Dornan holds a monthly surgery 5pm-6pm in Clyde community hall every 3rd Wednesday, just prior to our regular meetings. Issues raised here in relation to item 9. (LES & fly-tipping) 9. Local Residents' Forum Issues with Fly tipping and in general LES were yet again raised both from residents present and from correspondence coming in from other residents. It was noted that a member of LES, Paul McGrath attended meetings in the past when held in Kinning Perk. It was suggested that this be sought again but perhaps by a more senior representative possibly Dougie Gellens or as issue only seems to be getting worse. It was also noted by Ballie John Kane that one of the regular fly-tippers has been caught on a couple of occasions and fines levied. 10. Community Council Business/Updates Iain Henderson attended community council development quarterly meeting. It was agreed due to lack of time and since next meeting will not be until September that Iain give this minute at next months meeting.
